Health Exchange is a charity and a limited liability company. Health Exchange’s Governing Board is responsible for the strategic leadership of the organization; and it meets quarterly to discuss important strategic issues and ensure its smooth running and long-term sustainability. Each of the Governing Board members is a Trustee of the charity and Director of the company.
They are:

Dr. Russell Muirhead (Chair)
Dr Russell Muirhead joined Health Exchange in 2019 as Board member and Governance lead, becoming Chair in 2023. Previously a General Practitioner and trainer for over 25 years in the NHS, he is also past Chairman of Shropshire Doctors Cooperative (an out of hours medical provider ‘Shropdoc’) and member of Urgent Health UK – the federation of Social Enterprises who provide Integrated and Urgent Care to over 60% of the UK population. He continues as a board Director and clinical governance member of Shropdoc.

Dr. Jacky Chambers
Dr Jacky Chambers was a Director of Public Health for Birmingham with a long and distinguished career in developing multisectoral policies and programmes to tackle health inequalities for which she was awarded an OBE in 2008. She was a member of the national Independent Inquiry into Inequalities in Health Report and is a founding member of the Health Exchange. Since her retirement , she has become a Borough Councillor in North Warwickshire where she lives, served as a Trustee on several national and local charities including Brook , and more recently established Rubys Yard, a Community Interest Company which provides affordable outdoor recreation and nature based education for young people by the Coventry Canal. In her spare time , she enjoys folk music , walking her dogs and camping with her family.
Dr Andrew Papadopoulos
BSc (Hons), MSc, PhD, AFBPsS – Consultant Clinical Psychologist
I started my professional career as a residential childcare officer in 1980, working with young people in secure forensic settings in Erdington, Birmingham.
I qualified as a Clinical Psychologist in 1985 from Leeds University and started working at All Saints Hospital and Dudley Road Hospital in Birmingham, developing clinical psychology services to adults and older adults in psychiatric, general medical and community settings covering both statutory (NHS) and the independent (Voluntary) sectors.
My most recent NHS role has been as a Lead Clinical Psychologist for Birmingham and Solihull NHS Foundation Trust and Hon Senior Lecturer at Birmingham University School of Psychology and Aston University Medical School.
I have also taught extensively in social care, NHS and University settings specialising in the fields of physical and psychological well-being, Dementia, person-centred care, neuropsychological assessment, mental health disorders and psychological therapies and have published several books and research papers in my specialist areas.
I have always been passionate about mental health and the importance of empowering vulnerable people to experience a meaningful life.
I consider the opportunity to support Health Exchange as a Trustee, in achieving its ambition to enable vulnerable people to access health lives, as a both privilege and a wonderful opportunity.

David is the Chief Executive of the NHS Birmingham & Solihull Integrated Care Board.

Sir David Winkley
Sir David is Honorary Fellow of Wadham College, Oxford; and Honorary/Visiting Professor at the Universities of Birmingham, Warwick (Business School) and Huddersfield. He is a former Head of Grove School, Handsworth, Birmingham.
Dr Andrew Kemp
Dr Andrew Kemp JP, PhD, FBICSc is a global expert in disinfection research, primarily working at the University of Lincoln and the University of Baltimore MD. His research focuses on surface and skin bio burden, and disinfection efficacy. A former military researcher in biological weapons decontamination, he also served as a UN peacekeeper specialising in trauma surgery and infectious disease prevention. Post-military, his work targets Surgical Site Infections (SSIs) and Healthcare Acquired Infections (HAIs). A Fellow of the British Institute of Cleaning Science, he leads its Scientific Advisory Board and advises various organisations. He publishes extensively, mentors new magistrates, and lectures on Infection Prevention and Control.
Amy Charlotte Soar
Amy Charlotte Soar is a civil servant and currently serves as the Head of International Health Strategy and Policy for Department of Health and Social Care, where she focuses on issues of key global health concern, including the impact of climate change on health, as well as healthy living, and tackling communicable and non-communicable disease.
Prior to working for the DHSC, she worked in professional healthcare regulation and held posts for the Foreign, Commonwealth and Development Office in Poland, New York, and the British Overseas Territories. She has represented the UK in the United Nations General Assembly, speaking on matters of human rights policy, and she led a campaign to improve NGO access to UN meetings. Amy has also undertaken a secondment with the charity Mines Advisory Group, where she helped to reshape their advocacy and policy function, and raise the profile of the devastating effects of the use of explosive weapons in populated areas.
Outside of work, Amy enjoys working with young people interested in public policy, coaching and mentoring, as well as yoga and plenty of dog walks!
